Military Home Buyer Tax Credit Expiring Soon!

Time is running out for active veterans who served on an official, extended duty service outside of the United States for at least 90 days during the period of December 1st 2008 through May 1st 2010. Members who qualify will be granted an extension on the Home Buyer Tax Credit that expired September 31, 2010.

In other words, any active veterans who served overseas for over 90 days between  the aforementioned dates can qualify for the same home buyer tax if they are in contract to purchase by April 30th, 2011 and complete the transaction by June 30th, 2011.

FHA Extends ‘Anti-flipping Waiver’

In an effort to continue stabilizing home values and improve conditions in communities experiencing high foreclosure activity, Federal Housing Administration (FHA) Commissioner David H. Stevens extended FHA’s temporary waiver of the agency’s ‘anti-flipping rule.’  The extension is intended to accelerate the resale of foreclosed homes in neighborhoods struggling to overcome possible property abandonment and blight.

With certain exceptions, FHA regulations prohibit insuring a mortgage on a home owned by the seller for less than 90 days.  Early last year, FHA temporarily waived this regulation through January 31, 2011.   On Friday January 28th FHA posted a notice extending this waiver through the remainder of 2011.

This action will permit buyers to continue to use FHA-insured financing to purchase HUD-owned properties, bank-owned properties, or properties resold through private sales. It will allow homes to resell as quickly as possible, helping to stabilize real estate prices and to revitalize neighborhoods and communities.

The extension is effective through December 31, 2011, unless otherwise extended or withdrawn by FHA.

To protect FHA borrowers against predatory practices of “flipping” where properties are quickly resold at inflated prices to unsuspecting borrowers, this waiver continues to be limited to those sales meeting the following general conditions:

  • All transactions must be arms-length, with no identity of interest between the buyer and seller or other parties participating in the sales transaction.
  • In cases in which the sales price of the property is 20 percent or more above the seller’s acquisition cost, the waiver will only apply if the lender meets specific conditions.

Why They Sold

According to the National Association of Realtors recent “Focus on Sellers” survey, sellers have many reasons for moving, and these reasons vary by age. Selling a home because it was too small was the motivation for 21 percent of recent sellers. In fact, wanting to trade up to a larger home was the most frequently cited reason among all sellers, but especially for younger sellers (46 percent). Job relocation was the second most cited reason for selling a home — cited by 15 percent of survey respondents, but a decrease from the 21 percent of sellers who reported this reason in the previous profile. Job relocation was the most frequent reason for selling a home among those aged 45 to 54. Among those sellers 55 years old or older, moving closer to friends and family was the chief reason for selling a home, and it becomes an even more commonly cited reason among older groups.

Home Buying & Selling Rebates to BRAC Workers

Our team understands the changing needs of military families and considers it our duty to improve the quality of life for those who live in our communities. Our rebate program is available to civilian and military employees of the federal defense agencies relocating to Maryland. The program can be used along with other state assistance programs currently available to home buyers and sellers.

As you may already know, among the moves are:

  • The Defense Information Systems Agency (DISA), which provides complete information technology services to the Department of Defense, is moving its headquarters from Northern Virginia to Fort Meade.
  • The Army’s Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance operation (Team C4ISR) – which services the Army’s maneuver control, fire support, air defense, intelligence, combat service support, tactical radios, satellite communications and the Warfighter Information Network – is moving from Fort Monmouth, N.J., to Aberdeen Proving Ground.
  • The United States Cyber Command (USCYBERCOM). The command was officially activated May 21, 2010, at Fort Meade, MD and reached full operational capability on October 31, 2010. The command is led by the National Security Agency/Central Security Service Director, General Keith B. Alexander.The command assumes responsibility for several existing organizations. The Joint Task Force for Global Network Operations and the Joint Functional Component Command for Network Warfare are replaced by this new command. DISA, where JTF-GNO now operates, provides technical assistance for network and information assurance to CYBERCOM, and is moving its headquarters to Ft. Meade.

As these BRAC decisions are implemented, Maryland will gain upwards of 28,000 households.
